Tourism classification certificate in Romania: steps and documents

Before welcoming guests, check the legal status of the property. For apartments and rooms in family homes, the tourism classification certificate records the accommodation category. Other property types and business operators may follow different rules.

1. Check the property type and capacity

Under the rules updated in 2026, an individual may apply to classify up to 7 rooms and 14 beds across personally owned family homes. Identify the exact spaces and category in the application.

2. Gather the documents

• The standard application for individuals (annex 3¹) and accommodation-space form (annex 4), as applicable.
• Identity document; if using an electronic identity card, proof of residence. For co-owners, their identity copies and consent to short-term rental.
• Proof of ownership and the property's address; building permit or comparable document where applicable.
• In an apartment building, the written approval of the association executive committee and directly affected neighbouring owners, horizontally and vertically, where applicable. The rules also require a declaration about those consents, or a declaration that no legally constituted association exists.

3. Apply and follow up

You can begin through the tourism authority's online service; the rules also provide for in-person submission. Choose the apartment/room service without catering, upload the requested documents and keep the application reference. Respond if further documents are requested.

4. Check the certificate

Once issued, verify the holder, address, category and annex. You can also check the public register of classified accommodation. An application receipt is not the final certificate.
